Why it matters (SupportFund's interpretation)
SupportFund's reading is that caseload growth cannot be read as a pure demand signal while migration from legacy benefits is still moving people onto Universal Credit. Coverage should say which is which — the snapshots are sparse and rounded, and we label them that way.
