Why it matters (SupportFund's interpretation)
A council not publishing a support type is not proof it doesn't offer it — SupportFund records that as 'not verified', never as 'no'. The genuine story is about transparency and publication practice, not about which councils are more generous.

The biggest allocation is not the most generous council
"Allocation size mostly tracks authority type and population. A large allocation to a metropolitan district and a small one to a district council are funding different responsibilities. Ranking councils by allocation and calling it generosity is not a story the data supports."
Publication is the first test of a scheme
"If a resident cannot find out what help exists in ten minutes on the council website, the scheme is not really open to them, whatever the funding says."
