Oxford City Council says a Housing Payment is a short-term payment for residents claiming Housing Benefit or Universal Credit who cannot afford their rent, funded by the Crisis and Resilience Fund and issued by the council's Early Intervention Team, with recipients expected to take agreed steps such as work coaching, debt advice or finding more affordable accommodation.
